Getting licensed in Tennessee — the practical details

What does a Tennessee license or learner permit cost?
The Driver License Fees page totals the D-Operator license at $28.00 for eight years, made of $26.00 in license cost plus a $2.00 application fee. The PD learner permit totals $10.50 under 18 and $5.50 at 18 and over, one year either way. County Clerk Partners add a $4.00 administrative fee for the services they offer. Check all four amounts on that fees page before you go.
How old do you have to be for each Tennessee license level?
Fourteen for the H-Hardship, which the manual limits to cases of family hardship. Fifteen for the Class PD learner permit and for a Class M motorcycle license. Sixteen for the D-Operator and for the Intermediate Restricted. Seventeen for the Intermediate Unrestricted. Eighteen for graduating to a regular Class D and for the For-Hire endorsement. Twenty-one for the commercial classes. Those are the minimum ages printed beside each class in the manual's Table 2.4.
How many questions is the Tennessee online knowledge test, and what score passes?
The department's Test Format list for the online, parent-proctored test for applicants aged 15 to 17 sets it at 30 questions with a minimum score of 80% required to pass — which on 30 items is 24 correct, an arithmetic result rather than a number the page prints. For the test given inside a Driver Services Center, the manual's chapter on the examinations describes multiple choice questions drawn from sections B and C without attaching a count or a pass mark in that passage.
How long do you get for the Tennessee knowledge test?
The online, parent-proctored version for 15-to-17-year-olds gives applicants 60 minutes, per the department's Test Format list, with a mid-test authentication at the 30-minute mark. The manual's description of the center-administered test does not attach a time limit to it in that passage. For the road test, the manual's tips page says road tests average twenty to twenty-five minutes.
Which languages does Tennessee offer the knowledge test in?
The online version is available in English and Spanish, per the department's Test Format list. Inside a center, the manual says the computerized testing machines are currently able to offer the test in three alternate language formats — Spanish, Korean or Japanese — and that an applicant for whom English is not a first language may also use a translation dictionary, provided no notes or other handwriting are visible within its pages.
What eyesight does Tennessee require before it issues a license?
At least 20/40 in each eye individually and both eyes together, with or without glasses or contact lenses, screened before any license or permit is issued. If you cannot successfully complete the screening, the manual says an eye specialist of your choice fills out an eye statement for the Department to evaluate.
How long is the wait to retake a failed Tennessee road test?
It depends on your error count. Table 4.2 of the manual, which governs the road test for the original issuance of a Class D license, treats one to six errors as a pass, allows a re-test the next day after seven to nine errors, seven days after ten to twelve, fourteen days after thirteen to fifteen, and thirty days after sixteen or more errors or an automatic failure. No test may be repeated on the same day, and each failed PD, D or H test costs the $2 application fee again — an amount to confirm on the Driver License Fees page.
What turns a Tennessee learner permit into an Intermediate Restricted license?
Being at least 16, having held a valid learner permit for a minimum of 180 days, fifty hours of behind-the-wheel driving experience including ten hours at night certified by a parent, legal guardian or licensed driving instructor on the department's form, and passing the road skills test. The manual adds that you cannot have been convicted of moving violations or contributed to accidents equal to six or more points within a twelve-month period.
How soon must a new Tennessee resident swap their out-of-state license?
The manual gives new or returning residents holding a license from another state no later than thirty days after establishing residency. Everyone in that group takes a Tennessee vision screening, and only foreign country licenses and IDs may be retained. If the out-of-state license has been expired for over six months, the knowledge exam and road skills test apply as well.
Can a Tennessee applicant with a foreign license keep it?
Yes. The manual says new residents from other countries are required to take the vision screening, knowledge exam and road skills test, and that they will be allowed to keep the license issued by that country. In the same passage it says only foreign country licenses and IDs may be retained, so a license from another U.S. state is surrendered while a foreign one is not.
