Getting licensed in Pennsylvania — the practical details
The questions people actually ask about the Pennsylvania process, answered from official state sources.
What does it cost to start the licensing process in Pennsylvania?
PennDOT's Payments and Fees table bills the permit and the license together: $45.50 for an initial permit and four-year license, or $33.50 for an initial permit and two-year license at age 65 and over. Confirm the current amounts on that page before you go, since it is the page that changes.
What is the minimum age to test for a Pennsylvania permit?
Sixteen. Class C, the class this manual teaches, is issued to persons 16 years of age or older, and the manual repeats that you cannot apply for your permit before your 16th birthday. The medical section of form DL-180 may be signed up to six months earlier.
How long is the PennDOT written test?
Eighteen items. The manual's sentence is that the Knowledge Test consists of 18 multiple choice questions, drawn from traffic signs, Pennsylvania's driving laws and safe driving practices. It publishes no time limit for it in the chapters covering the test.
How many misses are allowed on the Pennsylvania knowledge test?
Three. You must answer 15 questions correctly to pass, so 15 of 18 leaves exactly three to spare and the fourth wrong answer ends the attempt. The rule carries no partial credit and no separate per-topic minimum.
Do you reserve a time slot for the written test in Pennsylvania?
No. PennDOT's scheduling FAQs say you do not need an appointment for a knowledge test — just go to your nearest Driver License Center. The road test is the opposite: it does require an appointment, booked through the Online Driver's Test Scheduling Service or by calling 1-717-412-5300.
Who checks your eyesight before a Pennsylvania permit is issued?
Your health care provider or optometrist, or the center if neither did it — the manual says your vision will be tested at the driver license center if you did not have it tested first, and asks you to bring glasses or contact lenses. Falling short means a Report of Eye Examination Form (DL-102) for an optometrist, ophthalmologist or family physician to complete.
When can you retry the Pennsylvania written test after failing?
The following business day. The manual also caps the day itself: you may take the Knowledge Test only one time on any day regardless of test location. The examiner returns your DL-180, and your DL-180TD if you are under 18, and you bring both back with you.
How long does a Pennsylvania learner's permit stay valid?
One year from the issue date printed on it. If it expires, or if you have not passed the road test after three tries, form DL-31 is the application to add, extend, replace, change or correct a non-commercial permit; the fee page lists $6.00 for a Class A, B or C permit transaction, so check the amount there.
What happens after a failed road test in Pennsylvania?
You wait, then rebook. PennDOT allows a maximum of three attempts on each permit, with a wait of at least one day if you are over the age of 18 and seven days if you are under 18. A third failure sends you back to form DL-31 to extend the permit before trying again.
How soon must new Pennsylvania residents switch their license?
Within 60 days of moving. That applies to people establishing Pennsylvania residency who hold a valid license from another state or Canada, and it comes with surrendering the out-of-state license, because PennDOT says holding more than one valid license is illegal.
