Who issues Louisiana driver's licenses?
The Office of Motor Vehicles, which sits inside the Department of Public Safety and Corrections under Public Safety Services rather than a revenue or transportation department. Its services run through the ExpressLane portal at expresslane.la.gov, and its headquarters is on Independence Boulevard in Baton Rouge.
What is the first credential a new Louisiana driver applies for?
A Class "E" temporary instructional permit, issuable from age fourteen. It is required before the knowledge test, before on-road skills instruction and before the road skills test, and the statute sets its fee at the same amount as a Class "E" license.
Does Louisiana law guarantee any particular topics on the exam?
Yes. R.S. 32:408 requires that not less than two items on a Group "D" or "E" knowledge test relate to railroad and highway grade crossing safety, and not less than two to the economic effects of littering. The same section requires the test be based solely on information in the driver's manual.
How much does a Louisiana Class "E" license cost?
The OMV lists $32.25 as the basic fee until age sixty-nine and $18.75 from seventy, made up of a $20.25 license fee plus a $12.00 handling fee, with a service fee of up to $8.00 at certain field offices on top. A public tag agent may add a convenience fee of up to $23 per transaction, so check the OMV's current fee page before you budget.
How long does a Louisiana Class "E" license last?
It expires on your birthday approximately six years after issuance. You become eligible to renew up to 180 days before expiration, and the OMV mails renewal invitations to qualified applicants about 100 days ahead of the month it expires.
Where is a Louisiana applicant entitled to be examined?
In the parish where the applicant resides — R.S. 32:408 requires provision for examination there, except for commercial testing. The same section requires that one motor vehicle field office in a parish be located in the parish seat, and that an additional office be placed there if no existing office is.
Can a Louisiana license be renewed somewhere other than an OMV office?
Yes. Public tag agents — municipal or parish governing authorities, new motor vehicle dealers, or auto title companies authorized by the state — may issue driver's license renewals including REAL IDs. Services vary by location, so confirm the specific transaction first. Many residents can also renew online without visiting an office.
What vision standard does Louisiana apply?
20/40 in one or both eyes, tested before a learner's permit is issued and again at each stage up to the full license. When a specialist form is required, DPSMV 2301 must be returned within thirty days of the date issued or driving privileges are suspended.
What happens if you fail the Louisiana road skills test?
The examiner tells you which errors you made and which maneuvers to improve, you may be issued a permit to practice, and you can return on a later date to re-test.
Does a Louisiana REAL ID cost extra?
No — the OMV states a REAL ID compliant license or ID card costs the same as a non-compliant one. A compliant card carries a white star with a gold outline on the upper top portion, and initial issuance requires two original proofs of principal residence from separate, independent sources.
Are Louisiana licenses for drivers under 21 different to look at?
Yes. R.S. 32:407 has required since January 1, 2000 that a license issued to an applicant under twenty-one carry a highly visible distinctive color, and the OMV's graduated licensing document states that both color and orientation differ for licenses issued to residents under twenty-one.
Will a Louisiana license register me for the draft?
For some applicants, automatically. The OMV states that all male applicants between the ages of fifteen and twenty-six who are U.S. citizens will be registered with the U.S. Selective Service System upon issuance of any credential by the Louisiana Office of Motor Vehicles — including a permit, not only a full license.
